  • Michael E. Kelly

    Michael E. Kelly was admitted to the West Virginia Bar in 1980, after having graduated from West Virginia University and the College of Law at West Virginia University (B.A. and J.D.). Mr. Kelly is a member of the Ohio County Bar Association (past Treasurer), and the West Virginia Bar Association.

    Mr. Kelly’s practice centers around real estate law, real estate closings, estate planing, handling of decedent’s estates, protected person proceedings (for those under a legal disability) and Medicaid issues. Mr. Kelly conducts business after regular office hours, for the convenience of his clients.

    Mr. Kelly is active in the community as a Board member of Mt. deChantal Visitation Academy, Inc., and as a Board member of the Tri-State Tax Institute. He is a member of the Association of the Christian Faithful of Mt. deChantal Visitation Academy.

    Mr. Kelly’s past involvement in the community includes service as an Assistant Prosecuting Attorney for Ohio County and for Marshall County, West Virginia. Presently, Mr. Kelly acts as an Assistant City Solicitor for the City of Wheeling. He has served on the Board of Elmhurst, The House of Friendship (past President); on the Board of the S.A.H.C. (Sexual Assault Help Center - past President); as a former member of the Advisory Council for the Y.W.C.A.’s Family Violence Prevention Program; as a member of the Governor’s Committee on Crime, Correction and Delinquency; as a former Chairperson of the Sub-Committee for the Governor’s Committee on Crime, Correction & Delinquency that wrote the protocol rules for law enforcement response to domestic violence calls; he is a former original member of the Civil Service Commission for Sheriff Probation Officers; a former member of the Fire Civil Service Commission for the City of Wheeling Fire Department; a former member of The City of Wheeling Board of Zoning Appeals; a former Board of Director for Youth Services Systems; and a former Board of Director of Youth Advocate Systems.
